The only reason a gif like this screws with people's minds is because they're not practiced at opening themselves up to interpret all the patterns they're seeing without feeling overstimulated. When I first look at it I have a very fast reaction to look away, like my eyes are overwhelmed. But when I look again and stop trying to focus so hard it is actually kind of soothing and numbing.
And then when I look away I can't focus on anything for a while. Sort of like being high, I'd guess (I've never smoked/done any sort of drug.)

So yeah, that's my experience.
