Okay, internet told me it's from some Russian cartoon. And it's probably not even an otter.

It's the second series of Animals of Farthing Wood. Or third I don't know, in any case while the first series was fucking scary and the animals were vaguely realistic, the second and other series had feathers = fingers and animals moving like humans and crap like that.
